C2 seeks a Curriculum Developer with Instructional System Design (ISD) and eLearning Experience

 Summary

Five or more years specialized experience which includes: (1) the design and development of curriculum content, training materials, training modules, and teaching aids including, but not limited to stand up classroom presentation support material with specific experience in ISD and eLearning; and (2) experience with Captivate, Adobe Presenter, and Java. Recent experience using Microsoft Teams, WebEx, and Adobe Connect to deliver training.

 Responsibilities 

  • The curriculum developer will be required to design, enhance, and implement the curriculum development process and to perform instructional system design management within the Distance Learning Branch of the agency.
  • The curriculum developer will be required to develop training materials using instructional systems design methodology, to ensure the agency’s training requirements are established and translated into appropriate instructional objectives.
  • The curriculum developer will work independently or alongside agency subject matter experts, and will translate ideas and concepts into eLearning, ensuring quality and consistency in the development process.
  • The curriculum developer will utilize instructional system designs methodology and provide instructional performance documents for specific curriculum development.
  • The curriculum developer will ensure the curriculum development process follows the six phases of the ADDIE-R model consisting of Analysis, Design, Development, Implementation, Evaluation, and Review and that the learning objectives have been validated prior to distribution utilizing the ADDIE-R model which is a framework that lists the generic process traditionally used by instructional designers and training developers. The six phases of ADDIE-R represent a dynamic, flexible guideline for building effective training and performance support tools.
  • The curriculum developer will be required to support individual learning needs to include eLearning technologies, web-based content, and interactive collaborative learning environments, via a learning management system.
  • The curriculum developer would be responsible for developing the flow and administration of the eLearning production group and would perform quality control procedures.
  • The curriculum developer will be responsible for translating ideas and concepts from agency program managers into eLearning training, and ensuring quality and consistency in the development process, and assisting the agency with production of a Standard Operating Procedure for future eLearning products.
  • The curriculum developer would be responsible for the successful development and implementation of training and would translate the ideas and learning materials into instructional design methodology.
  • The curriculum developer would be required to edit, configure, and move the completed eLearning product into the agency’s learning management system
  • The curriculum developer will be responsible for developing electronic training materials compatible with a learning management system.
  • The curriculum developer will need to create consistency in the curriculum with a standardized process, design procedure and be able to interpret, troubleshoot technical document problems, critical to the overall quality control of the finished product.
  • The curriculum developer shall use, to the maximum extent possible, all previously developed data and curriculum that can be applied toward satisfying the requirements of the agency. This includes government furnished data and curriculum developed by the contractor incident to other contractual requirements. Each curriculum development effort will produce suitable training materials for instructors, learner, observers, participants, and audience.
  • The curriculum developer will develop training products which support personnel performance requirements for operational and administrative employees.
  • The curriculum developer will develop training products and produce materials that should provide the information necessary to support attainment of the physical, mental skills, and attitudes required for mission accomplishment.
  • The curriculum developer shall provide specific curriculum development efforts along with the specific data necessary to verify the efficiency of a training system, to include survey results data, analysis results for information on technologies and curriculum applicable to new training needs.
  • The curriculum developer will utilize instructional system designs methodology and provide instructional performance documents for specific curriculum development.
  • The curriculum developer will develop instructor and learner materials including workbooks, lesson guides, testing materials, examinations, evaluations, and on the job training manuals, by specially providing the media packets, electronic media to support, first, second and final drafts of the training materials.
  • The curriculum developer will be required to digitally duplicate the data using the production services, and equipment provided to the contractor by the agency.
  • The curriculum developer will be required to meet curriculum development production guidelines, and timelines to achieve the agency’s curriculum development updates.
  • The curriculum developer will develop testing materials, evaluations, and examinations to evaluate the training materials using a pass or fail method.
  • The curriculum developer will use a design strategy to determine if the testing materials, examinations, and evaluations have addressed all the critical elements of the training materials.
  • The curriculum developer will use a testing methodology to support the development of testing materials.
  • The curriculum developer will be required to examine the level of accuracy and difficulty of the testing materials to the training materials developed.
  • The curriculum developer will be required to develop two separate packets of testing materials for each course (e.g., Form A, and Form B). The separate testing material package will be used for remediation purposes in the training materials for each course. The curriculum developer will be responsible for creating pre-tests and post- tests to identify user weakness based on learning objectives.
  • The curriculum developer will be responsible for developing diagnostic pretests to determine prior knowledge and skills and the possibility of validating or testing out of the course, end of course or course critique by the learner.
  • The curriculum developer will be responsible for eLearning that is developed and delivered via electronic means such as Computer Based Training (CBT), and Web Based-Training (WBT) modules.
  • The curriculum developer will be responsible for developing eLearning training in a variety of learning environments.
  • The curriculum developer will be responsible for developing eLearning modules as a cooperative effort between the agency and curriculum developers.
  • The curriculum developer will be responsible for eLearning training modules that have rapid exit from the course with “book marking” capability and have a confirmation of learning by using a knowledge check, or post-test upon completion.
  • The curriculum developer will be responsible for development provisions for easy review of selected portions of the lessons once the user has completed the mandatory portions of the training modules or lessons.
  • The curriculum developer will be required to develop training modules that are Shareable Content Object Reference Model (SCORM) compliant, a standard to promote the reusability and interoperability of learning content.
  • The curriculum developer will be required to develop eLearning modules, courses, and lessons that are SCORM compliant and must pass three out of four tests in the “SCORM conformance test appropriate for the respective SCORM version. The fourth test is a runtime test and must be completed by the learning management system administrator. To pass this test, the course must load, run and report back to the learning management system.
  • The curriculum developer will be responsible for managing the movement of content from curriculum developers to the learning management system which will require that content is packaged in a SCORM format.
  • The curriculum developer will be responsible for creating courses that are not one large unit, with a rigid structure that ties the content into one learning context. Instead, content should be composed of small, stand- alone, context-independent units that can be reused in multiple contexts and adhere to the SCORM initiative.
  • The curriculum developer will be required to ensure the that a metadata document is provided for each Sharable Content Object (SCO) contained in the content as well as a separate metadata document for the courses the required data elements for SCOs and courses should be identical.
  • The curriculum developer will be required to ensure instructional SCOs should be programmed to carry out the following tasks: present information to the learner in an instructionally sound manner, using logical progression of information presentation that adheres to instructional systems design methodology and the ADDIE model.
  • The curriculum developer will be required to develop course modules that report back if the learner has completed the SCO when they exit and if a student has not completed the SCO upon exiting, the SCO should report book marking data to the learning management system. When the student re-enters the SCO, the SCO should query the learning management system for the book-marking data. Upon receipt of the book-marking data from the learning management system, the SCO should implement book marking functionality.
  • The curriculum developer and agency will work cooperatively to identify all applicable standards of Section 508 that will be required for eLearning modules created for the agency.
  • The curriculum developer and agency will be responsible for meeting all applicable technical standards, functional performance criteria and all related documentation and support must be compliant to the standards of Section 508.
  • The curriculum developer and agency will be responsible for developing courses with graphics and photos to enhance the transfer of learning by providing a clear, presentation of the lesson objectives.
  • The curriculum developer and agency will be responsible for providing audio narration for course modules and lessons.
  • The curriculum developer and agency will be responsible for the development of video and animation used to show actual performance or to simulate complex functions and principles.
  • The curriculum developer will be responsible for developing eLearning modules and lessons that consist of user-friendly interfaces and consistent lesson structure, instructional blocks that provide meaningful training and meet instructional system design methodology. Modules and lessons must also be Shareable Content Object Reference Model (SCORM) compliant.

Education

Bachelor’s degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
