Ezee Fiber is seeking a strategic, innovative, and results-driven Director, Learning and Development to build a new Learning, Development and Safety (LD&S) organization from the ground up. This leadership role will oversee five key areas of training: content development, program design, delivery of learning experiences, technology enablement, and Health, Safety and Environmental (HSE). The technology vertical includes selecting, implementing, and operationalizing a Learning Management System (LMS) and Knowledge Base to ensure scalable and efficient delivery of training programs. The ideal candidate will possess deep expertise in organizational learning, program design, and leadership development, with a proven track record of creating impactful learning programs in a fast-paced industry.

Key Responsibilities

Content Development

  • Collaborate with subject matter experts to create or source high-quality learning content tailored to diverse employee needs.
  • Leverage various formats (eLearning, instructor-led training, blended learning) to maximize engagement and effectiveness.
  • Ensure that content aligns with organizational goals and caters to different learning styles.

Program Design

  • Develop and design comprehensive learning programs that address skill gaps, foster career growth, and improve compliance.
  • Focus on creating scalable, impactful programs across leadership development, technical skills, and soft skills.
  • Regularly review and update program designs to ensure alignment with evolving business needs.

Delivery of Learning Experiences

  • Implement and manage effective delivery methods to ensure programs are accessible and impactful.
  • Oversee the facilitation of training sessions, workshops, and eLearning modules.
  • Partner with internal and external trainers to deliver high-quality learning experiences across all levels of the organization.

Technology Enablement

  • Lead the selection, implementation, and operationalization of a Learning Management System (LMS) and Knowledge Base to support the delivery and tracking of learning initiatives.
  • Ensure the integration of learning technologies with existing HR systems for seamless data tracking and reporting.
  • Drive the adoption of learning technologies across the organization and maintain ongoing platform optimization.

Health, Safety and Environmental

  • Support business leaders and managers in the implementation of the HSE programs and initiatives for their areas of business.
  • Oversee the development and deployment of HSE training relative to functional needs, and compliance standards (i.e. OSHA, DOT, State Department of Health).
  • Establish reoccurring HSE training requirements, and record attendance of employees. Develop regional/functional customization and implementation planning.
  • Assure all employees adhere to company HSE policies and procedures while performing assigned work.

Other Responsibilities

  • Leadership Development: Design and implement leadership programs to build the capabilities of emerging and senior leaders, focusing on strategic thinking, decision-making, and management skills.
  • Metrics and Evaluation: Establish KPIs to measure the effectiveness of learning initiatives and safety protocols, use data to continuously improve programs.
  • Culture and Change Management: Foster a culture of continuous learning across all levels of the organization and lead change management efforts to ensure the adoption of new learning tools and programs.
  • Team Development: Build and lead a team of LD&S professionals, providing mentorship, coaching, and professional development opportunities.
  • Budget Management: Develop and manage the LD&S budget, ensuring resources are effectively allocated to support both short- and long-term goals.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Education, or a related field. Master’s degree preferred.
  • 7+ years of experience in Learning and Development, with at least 4 years in a leadership role.
  • Experience leading and growing a HSE program preferred.
  • Proven experience building and scaling L&D organizations in high-growth environments.
  • Expertise in instructional design, learning technologies, and leadership development.
  • Hands-on experience with selecting and implementing Learning Management Systems (LMS) and knowledge bases.
  • Strong project management skills, with the ability to manage multiple initiatives simultaneously.
  • Exceptional communication, interpersonal, and leadership skills.
  • Other duties as assigned and deemed necessary for the role

Preferred Qualifications

  • Certification in Learning & Development or Instructional Design (e.g., CPLP, ADDIE).
  • Experience in change management and employee engagement strategies.
  • OSHA certification
  • Knowledge of the telecommunications industry and its learning requirements.
  • Experience managing a team of LD&S professionals, including hiring, training, and performance management.
