Job Summary

DPSS leads all public safety functions within the university, including police, security, and emergency management, and offers an integrated approach to safety and security, operating 24 hours a day, seven days a week, 365 days a year.

You will be responsible for developing the strategy needed to create a training and education program for DPSS and our university community that supports training for 500+ internal DPSS staff, University constituents and eventually, public officials and community members. You will spearhead D-TEC’s establishment as a world-class public safety training and education center.

Responsibilities

You will:

  • Strategic Leadership and Management:
    • Utilize creativity and innovation to develop a comprehensive strategy for all training and education initiatives within the  Division of Public Safety and Security (DPSS).
    • Align D-TEC’s professional development strategies with DPSS’s overall mission, vision, and priorities to ensure consistency and effective tracking.
    • Lead operational and administrative activities of the training center. Direct  D-TEC staff, including career development,  performance evaluations, and productivity and efficiency evaluations.
  • Evaluation and Oversight:
    • Review and assess training proposals and contracts with external vendors, ensuring adherence to outlined terms and expectations
    • Conduct regular audits of division and departmental training programs to ensure accountability and proactive compliance with relevant certification and licensing requirements.
  • Collaboration and Alignment:
    • Collaborate across DPSS departments on all three campuses to develop organizational training goals by assessing the needs and gaps regarding employee skill, knowledge, and performance.
    • Chair the DPSS Training & Education Council, fostering collaboration among team members, technical experts, and other stakeholders to identify training needs and develop effective strategies.
  • Training Excellence and Execution:
    • Ensure that division-wide training is both inclusive and accessible, employing state-of-the-art methodologies such as digital and e-learning platforms and delivery systems to provide guidance and support to subject matter experts who facilitate sessions.
    • Assess resource needs and identify expertise required to develop curriculum and instructional design. 
  • Continuous Improvement and Partnerships:
    • Maintain advanced knowledge of relevant tools, technologies, and adult learning principles to stay abreast of emerging trends, cutting-edge processes and interdisciplinary best practices.
    • Foster collaborative partnerships with the community, DPSS leadership, university partners, students, and external stakeholders to enhance training and education initiatives and utilize U-M intellectual capital to maximize resources.
    • Perform additional duties as assigned.

Required Qualifications

  • Bachelor’s degree in a related field, with a strong emphasis on learning and organizational development 
  • Seven or more years of management and supervisory experience at a leadership level in training and development
  • Direct experience implementing and leading program design and evaluation and integrating advanced learning platforms and technologies
  • Experience managing in learning environments 
  • Demonstrated skills in facilitation and public speaking 
  • Experience leading in a complex, decentralized organization
  • Applied knowledge of Learning Management Systems and relevant training and education digital tools
  • Demonstrated commitment to diversity, equity, and inclusion
  • Skill and knowledge of current technology/applications, including Microsoft Suite and Google Workspace

  • All Division of Public Safety and Security (DPSS) members are considered Campus Security Authorities (CSAs) under The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. As such, you are required to report Clery reportable offenses that come to your attention. DPSS employees are required to complete Clery Compliance Training within the first 14 days of employment and annually thereafter.
  • If hired, you must abide by the DPSS Appearance and Grooming Standards.
  • The work schedule is primarily regular business hours; however, the person in this position must be able to adjust their schedule for operational priorities. 
  • This position will be located on-site in Ann Arbor, MI, and will require travel to multiple locations on the Ann Arbor campus as well as the Dearborn and Flint campuses.
