Salary  $115,000 – $130,000 

Position Summary

Manages the processes, procedures, operations and activities of the eLearning and Instructional Technology team within the Training and Workforce Development department by providing strategic support to all partner departments within the organization. Implements departmental strategic objectives. Supervises and participates in the design, development, implementation and quality assurance of eLearning training programs and instructional technology initiatives consistent with industry best practices and Authority goals. Implements quality control actions to evaluate and improve the Authority’s eLearning, online instruction and other organizational initiatives. Oversees, plans, develops and implements the structure and programing of the Authority’s Learning Management System (LMS) and other instructional technology.

Qualifications

Primary Responsibilities

1 (35% of time)

Plans, manages and coordinates the activities of department personnel responsible for designing, developing and implementing eLearning and instructional technology training solutions that bridge skill gaps in work procedures, performance and professional development.

  • Develops and oversees project management plans while maintaining established timelines. 
  • Establishes online training solutions to address special initiatives and Authority needs. 
  • Reviews completed work of staff for conformance to partner department’s needs assessment and the Authority’s policies, procedures and standards. 
  • Designs and implements Authority’s LMS and eLearning strategy; develops and maintains eLearning course catalog; serves as project manager of agency-wide LMS implementation and acceptance. 
  • Leads the organization’s instructional technology initiatives ensuring selected technology addresses organizational needs and aligns with online learning strategies 
  • Oversees training initiatives, analyzes training needs, sets objectives and assesses the overall effectiveness of training efforts. 
  • Reviews internal and external training materials to ensure consistency of style, writing standards/language and adherence to Authority values, policies, rules, procedures and regulatory agency requirements including, but not limited to, FTA, OSHA and IDOT regulations. 
  • Establishes and maintains instructional technology best practices. Manages the design, development, and implementation of learning media, including but not limited to videos, animation, voice overs, etc. 
  • Manages the production of high-quality video, multi-media, and graphic materials to support the delivery of instruction. Collaborates with partnering departments to deliver instructionally and aesthetically sound media productions. 
  • Utilizes statistical methods and analysis to evaluate the outcomes and effectiveness of training programs. 
  • Networks with transit industry organizations and agencies, professional development organizations, and others to benchmark training and eLearning curriculum. 

2 (20% of time)

Directs and trains staff to apply learning technologies in the development and delivery of in person and online training programs.

3 (15% of time)

Conducts long-term strategic planning that aligns with department goals, vision and objectives by identifying future training opportunities, anticipating challenges and planning appropriate allocation of resources.

4 (10% of time)

Stays abreast of training industry best practices and integrates research into curriculum content development, delivery and management strategies.

  • Maintains knowledge of eLearning, instructional technology, and technology training development, instructional design and adult learning theories. Serves as a consultant to partnering departments and other members of the Training and Workforce Development department. 
  • Implements findings and new practices in Authority eLearning and technology training programs. 
  • Measures outcome of training programs and initiates post-training review programs. 

5 (10% of time)

Works closely with the Strategy, Data and Technology department in technology-related implementation projects. Serves as part of project management team driving change management (training and communication plan) elements.

6 (5% of time)

Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

7 (5% of time)

Performs related duties as assigned.

Challenges 

  • Keeping abreast of all CTA operations as they relate to eLearning and instructional technology 
  • Designing and developing high quality training programs for a variety of audiences in an environment with technology and equipment deficiencies. 
  • Increasing the skill set of the workforce with limited resources in technology, material and personnel. 
  • Managing multiple initiatives, balancing competing priorities and meeting deadlines with timeliness and accuracy. 

Education/Experience Requirements

  • Bachelor’s degree in Information Technology, Instructional Design, Instructional Technology, Adult Learning, eLearning, Business, Project Management, or a related field, plus four (4) years of experience in information technology, the development and implementation of training and instructional design, including experience with eLearning design and learning management systems or an equivalent combination of education and experience relating to this position. 
  • Project Management Professional (PMP) certification preferred. 
  • Microsoft Certified Trainer (MCT) certification preferred. 
  • Certified Professional in Learning and Performance (CPLP) or Training Certification preferred. 

Physical Requirements

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer key boards.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

  • Detailed knowledge of instructional technologies, including system training and implementation. 
  • Detailed knowledge in current training methods and techniques, instructional design models and training aids, such as audiovisuals, computer generated artwork, mock-ups and interactive multimedia computer-based training. 
  • Advanced skills in curriculum development and eLearning.

  • Advanced written and verbal communications skills, including presentation skill set. 
  • Advanced organization, analytical and problem-solving skills.

  • Advanced computer skills including use of MS Office, learning management systems, Adobe InDesign, Adobe Photoshop, Articulate Storyline and Survey Monkey. 
  • Ability to motivate a group and encourage team development, grow team morale and support team building. 
  • Ability to work both independently and collaboratively with other departments. 
  • Ability to work with sensitive information while maintaining strict confidentiality. 
  • Ability to establish and maintain cooperative and effective working relationships with others. 
  • Ability to handle multiple tasks simultaneously. 

Working Conditions

  • General office environment and field and shop environment. 
  • Required to work various hours and shifts. 
  • Travel throughout the CTA service area including various field locations and exposure to garage, terminal, shop and right-of-way hazards and outside weather conditions.

  • Personal computer and related software including Microsoft Office suite, Adobe InDesign, Adobe Photoshop and Articulate Storyline. 
  • Learning Management Systems, online assessment systems, and other instructional technology.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
